PIR department lecturer participation to the national conference on "Reform on Decentralization and Consolidation of Local Autonomy"

PIR department lecturer, Ms. Reina Shehi participated at the conference titled " Reform on Decentralizaton and Consolidation of Local Autonomy" organized by the Council of Municipalities, Council of Communes and Regional Councils. The first two phases were organized on the 23rd and 27th of June 2014, while the final phase took place on the 2nd of July 2014.   378 representatives of local government and regional councils have adopted a joint resolution on the 2nd of July, 2014, where the majority require deepening of the reform of decentralization and local autonomy expansion, reasonable and appropriate territorial reorganization in order to observe and be accountable to  the interests of citizens and local communities. 

Platform for local government reform, consisted of the following principles: 

 

Reform shdoul concentrate on decentralization and the expansion and consolidation of local autonomy.

 

Reform should be based on and guided by the principles of direct democracy and representative service closer to the citizen, partnership and cooperation, fair distribution of resources and support of local units with fewer opportunities, transparency and accountability as to the citizens and the community. 

 

Territorial organization of local governments at all levels should reflect the identity of the community residents created throughout history and to align it with new functional governing units.

 

The drafting process of decentralization reform, administrative and territorial should be approved and  performed by full political consensus in the Parliament. 

 

Each local community has the opportunity to express stance for or against changing national boundaries, as set out in the Constitution of the Republic of Albania.
